The California Governor's Committee on Employment of People with Disabilities.
(Governor's Committee) is responsible for providing leadership to increase the number of people with disabilities in the California workforce. The Governor's Committee is also responsible for implementing California's Workforce Inclusion Act, Assembly Bill 925, which names and empowers the Governor's Committee to undertake activities to ensure improved employment opportunities for people with disabilities. The Governor's Committee provides a forum through which key State departments, boards and councils, local service providers, business leaders and the disability community can collaborate to develop a comprehensive strategy that will result in an increased rate of employment for people with disabilities.
The Governor's Committee consists of appointed and mandated public and private members and receives staff support from the Employment Development Department (in the Labor and Workforce Development Agency).
Ms. Bereal will serve on the Business Liaison Subcommittee whose purpose is to:
- Engage California's business associations and professionals to formulate strategies to increase employment opportunities for people with disabilities.
- Help employers remove barriers to allow them to hire, retain and promote people with disabilities.
- Interact with employers, educators, and trainers to bring about changes in school curriculum.
- Raise employers' awareness about the tremendous opportunity to sustain their workforce by drawing from a pool of qualified and job ready individuals.
Goal A1 - Remove the barriers which employers face in hiring people with disabilities, e.g. misconceptions regarding cost and accommodations, workers compensation and discrimination claims.
Goal A2 - The business community is equipped with practical information and tools necessary to build their workforce inclusive of people with disabilities, e.g. employer incentives, labor market information.


Cecile J. Bereal, RMA’s President and Founder, was recently selected to be a Board Member, by Small Business California based in San Francisco, California.
Small Business California was founded in November of 2004, and is a proactive, non-partisan business advocate whose only agenda is the well-being of California’s 1,137,584 small businesses. Their mission to work for all small businesses to create a better business environment, and is responsive to the needs of small business owners.
SB-C has already been instrumental in developing small business friendly solution in a number of ways:
- Adoption of “On Bill Financing’ by major California utilities beginning in 2006
- Securing funding and staffing of Small Business Advocate’s Office
- Actively supporting and providing input to legislators on important legislation in the areas of health care, workforce issues and development, and governmental regulation, identified by small businesses as high-priority items of concern
- Actively pressing for the implantation of reforms to the Workers Compensation system.

Cecile J. Bereal, President and Founder of RMA Management Alliance, has been selected to serve as Director of Communication, for the Society of Resource Management’s (SHRM) California State Council.
Cecile served as President of the San Diego SHRM chapter in 2004. She is currently the Immediate Past President and Chair of the prestigious Workplace Excellence Program, which selects and honors small, medium, large, and mega corporations within San Diego County for their Best Practices. The event is scheduled for November 2, 2005, at which Cecile will emcee the evening celebration. The State Council acts as a liaison between the California associate chapters and the National organization based in Alexandra, Virginia.
